The No-PK system is actually very good, you're probably just not familiar with it yet. It's very hard for somebody that isn't actively chasing you to take advantage of the 5 second window. If somebody else wants to try and kill you then they need to stand outside the level and shoot into it, which makes it easy to just walk to the other side of the town hall, or behind a table or something and you're safe, but usually by the time they realise you're vulnerable and they leave the level you're already No-PK again.
