Well do recall that, for the most part, Pokemon red and blue (as well as all the others) were single-player, and thus giving yourself this early advantage (I'm assuming you gave yourself the other starters early on) wouldn't harm anyone else unless you battled someone via link-cable, which I don't think was even accessible until further into the game.

Plus, if they tell you to remove your level cards for a "lvl 0 battle" then don't do it themselves, thats kind of lame (if that report is true.)
