89 Euro here (since you can buy OEM version without hardware in Germany the price is easy to detect ) I have heard in the US it is a few percent less, but I wouldn't consider it cheap.
I'm getting all four versions of Vista (and some other software) legally for free but I probably still won't install any of them.
