Well, I've seen a number of tilesets with a lot of colors. When saving it with what was suggested, it sometimes loses the color, which people don't like, so breaking up the image into multiple images, then loading it as a tileset with addtiledef2 is a solution around it.

Then again, if the image works online, but wants to use it in editor, but can't, it's possible to just make a low bit version just to create levels, and upload it online with the real image.
