Allow us to block people who are in jail levels in RC. It is very annoying that, after you jail someone, they start swearing like a trucker and flaming you with PM's sent to your RC. Especially since only 6 people on playerworlds can ban now... 3 of them being managers/payer, and the rest admins or whatever. Not all 6 people can be active enough to ban people for doing things like this.
