president bush doesn't make all the decisions by himself and doesn't run the country by himself, his staff of geniuses helps in running the country, they right his speaches for him, etc
i'm sure him and the secratory of environment christie todd whitman (former governor of new jersey) probably had a nice long talk with each other and everyone else in the staff about pollution before deciding what to do
