There are many directions a free-to-play server could possibly take: Facebook, iPhone, and Android. Now, if only there were some sort of motivation to create a free-to-play server. I do not see why any decent developer would want to create a quality free-to-play server for free.

The only reason iPhone Classic and iPhone Era were created is because they had PC counterparts to copy directly. New developer tools will be nice, however that alone will not motivate developers to create new free-to-play servers. Many people may feel that more servers is a bad idea, because it spreads out the Graal population onto too many servers, but when iPhone Era was released, iPhone Classic did not lose its playercount at all. This is because iEra was advertised as a new game in the app store. So, the iPhone Graal community was expanded, not spread out.

Creating new free-to-play servers with different gameplay styles would increase the Graal's base playercount. Which, in turn, would amount to more cash flow for Eurocenter. I just do not see it happening without developers having some sort of cash payment as incentive.
