from what I'm getting out of your post, you don't really have any proof that he traded items for programs. it's extremely unprofessional to take other people's word for it and act upon that. if the rules are still similar to when I was an admin, no matter who says what you must have solid evidence of what he did before taking action.

it also doesn't make any sense how you're saying that he traded his PPSH for a hot key program meanwhile he still had the PPSH on his account which was deleted for "obtaining in an illegal fashion." I don't see how you can obtain items by trading the items for a non-tangible good. it just sounds to me that you don't really know what the **** you're talking about. try getting the story straight before justifying a stupid and unprofessional action.
