It was fine during the no gang period but once there was gangs, there is no need for party's its just for kids that can't get into gangs or people who just want to attack people with out hurting the other player. Also you can always make more party's like:
party1 = the 1 leader, 4 members
party2 = 1 leader, 4 members

Than both ally each other.
