Normal holes are supposed to automatically fill themselves, perhaps it's not working because it's a client-side thing though. Most board changes must be client-side. There are certain tile replacements you can do (bush -> stump, swamp -> cut grass) that will update for everyone though. If it's not a standard hole that might be why it isn't refilling.

I remember reading once that only tile changes of a 2x2 size are automattically refreshed. But that of course only happens online.
