I hope you mean build offline levels with the graal1.39 tileset, because hosting your own server on anything other than a LAN is illegal...

The Graal 1.39 Server is illegal to run at all.

**EDIT** However, all server programs that were released to the public are indeed legal to be run, but only on Local Area Networks.

meaning, they will have their lawyers contact you, explaining Liscensing and copyrights before you are served.
Also, I believe possesing "Illegal" graal material is subject for revolking an account.
