Why is Karakaze centered around stealing? Is this some sort of excuse for illegal behavior or am i missing the point...

Birds rules should have stayed, but only they can't be in police. Since they are not allowed in police anyway. To become police your not even allowed to have a record of stealing scamming or being jailed. Funny how alot of police are being jailed now
