Usually people with multiple jobs prioritize their job titles, Example: I could be a GP and LAT (Thank god im not.), but I prioritize myself in development, but assist in non-development, so, my title would technically be an LAT, it just happens I also volunteer my services in being a GP. Now if it really matters to include it in a poll, you might as well just reword your question to be less ambiguous.

Global admins, that would be technically under Project Administration.

Now is this strictly towards the game (the poll) or is it for the community of the game, because you could've asked:

"What role do you fit inside the Graal community?"

the list should list all staff types (odd ranks like co-manager, ... would count as manager, ...), PWA and normal player.

being a manager doesnt mean that you are a developer aswell, they are different ranks but managers can mostly develop aswell.

i can't see a server succeeding when it's manager is just a level maker.

In my experience, I've very rarely seen scripters stay for long or do assignments unless they're in some primary developing position, Meaning they have active control of the progress and direction of the server.
