Wow, now thats dedication! Even I remember Ghost pirate from Graal 2k1.

Damn, I miss him. He was damn well a fun person to hang around with.

However, I vote no. Despite it having Pirate in it, I feel that if it was given out in a event, then most likely it wasn't intended to be a Kingdom Specific item, unless if stated otherwise by staff, and/or the creator of the item.
