I think there should be several categories such as "Honesty/Trustworthy" for trades or "Roleplaying" for kingdoms, and people can submit reports for each category, giving a score.

Since reports involve a little more than just a number, it will be pretty obvious if someone just gives ratings to make other people look less trustworthy. Some moderation would perhaps be in order, too.

I think the thing that lacks is a centralized thing that keeps track of everything. If you find someone bad, you might want to report him to a lot of other people, which is far less easy than just a database which everybody checks.

First, I agree that is it for general gameplay, but scamming seems to be an important category judging others.
Also, as you have probably noticed, your scam prevention methods do not work too well. And this database could be a way to finally reduce scamming as scammers would be widely known and ignored
