This has been explain. He doesn't want people to be using the servers as some kind of file-sharing resource or anything like that, so he asks that every >64k file is given to him so he can upload it. Not ideal if you want to update your tileset often, but it's not pointless at least. There probably won't be many files that big anyway.

Wouldnt it be easy to just allow *png* files larger than 64k to be uploaded for maps and tilesets?

Some website providers disallowed to put mp3s on the website then people always put them there as gif or png or so and said to just rename it after downloading...

But may be the server could check if it's a valid png or gif

Stefan, how about a server option called tilesets=<filenameshere>
like
tilesets=picso.png,pics2.png,ext,ext
you could have the limit increased slightly to files that are in that list to around 256 k
