In my opinion (as I have stated again and again), I think that each gang deserves their own territory -- of course, a territory would be MUCH larger than just a single gang base.
A territory would consist of multiple factories and multiple buildings that serve as a shelter for the 'home' gang.
I think that this idea would be fairly decent, because you wouldn't focus on one gang base, but rather a community. You wouldn't be able to lame a specific door, or clog up an elevator.
The only downside to this idea, is that if the 'home' gang is losing, they might remain dormant inside a building that the raiding gang isn't raiding -- basically it would create a 'hide and seek' atmosphere, but there is a remedy for this. Each building will play a large role in how gangs operate; some buildings will supply ammo to the gang, while others will supply armor and other such accessories. If these buildings are 'captured' by the raiding gang, then obviously the supplies will not be manufactured, causing the gang to lose money and supplies.
