Why is this so difficult? Tileset Problems with the Level Editor

Tom was editing and updating a tileset that I was making a level with. I wanted to use the updated tileset so I moved the new tileset into my tiles folder, closed down the level editor, reopened it, removed the tile defs, and added them again. But, when I would re-add them. They would either not work or they would just revert back to the tileset version before it.
