Allow me to translate.
Say you want to give level 3 access to someone for whatever reason. You can give them level 3 access, but you can also determine what the person can do as far as level 3.
Let's say level 3 access is modification of player stats but cannot ban, etc.
What they're trying to suggest is to make it so that you can specify what you can and can't do in the bounds of level 3.
So you can make it like the person whose account you're raising to level 3 can modify bombs, arrows, but not hearts, gralats, chests, or NPC Weapons, whereas without these limits, the person could modify all of these stats.
