Owning a guild if you were jailed/banned for hacking

I feel if you were ban for hacking you shouldn't be able to own a guild.It doesn't matter what server you got ban from but it should disable that option.(u could use IP ranges to do it but more than one person might get that disabled)
BUT you could also make something like CS (counter-strike) made, something like blacklist.If you tried to create or support a guild with a certian account name it wouldn't let you if your account was on the blacklist.
And another thing, Disban the guild Avelon (if it already hasn't).
Its a guild made by a hacker and all there members are hackers.
Its also based around the the hacked item way back on classic.(u oldbies would remember this) it made explosions and stuff.

Why just hacking??? Why not credit Card Fraud and all the other ban purposes?

yes very true, if you got ban for any reason you wouldn't be able to do the stuff I previously meantioned.
The only problem is hackers adding/ removing ppl to the blacklist =/
