Then you'll ultimatly fail.
So this is what you do, you OOCly meet with the Pirates and arrange a constant war that wages on. Make rules of war and roleplaying that include sinking Dustarian ships and smuggling Rum.
As before mentioned: Outlaw Rum, why? Because the pirates make it. Agree to a strict no-land war, the only thing that happens on land is pure roleplaying when the pirates land to smuggle some rum in.
You do this, have naval battles atleast every other day, and Dustari and the Pirates will grow in size and power. It creates a balanced system of warfare and even opens the potential for the industrialization of the nations - have factories that buy iron from a miner's guild, and the factories sell cannon balls and whatnot.
I think it'd be cool if that could be a job on GK, smuggling. You go to the pirate's island to accept a job to smuggle stuff, once you agree then you're given a pirate cap and a new flag is added such that if you're hit once then you're warped back to the pirate island. NPCs would be added on say Dustari who hunt these pirates down just to hit them, nothing more. But here's the catch for the pirates, the npcs wont supply the rum, the rum must come directly from the farmers of the Pirate island. This then creates another industry and economic flow for the server.
So yeah, do the above and then reinstall the Warhare Lands and as the Admiral House and jump start this back up.
