Perhaps, and keep in mind that this is just a longshot, the guild system is having problems lately.

I think stefan should come up with a whole new guild system and just get rid of this current one, There are too many problems

I suppose it could just be an elaborate delaying technique, but it DID take him time to write out so, at this point, it could go either way.
