GMap Problems

I'm working to create the gmap for a server called Dev ParkHeights. I have followed every instruction I've found online and the only problem I'm having is it fails to let you warpto the gmap itself. You can warp to each individual level and it takes you to that level in the gmap. Also, when you summon someone to the gmap, they only see the level that you are on and not the full gmap itself. Been trying to figure this out but I need help! Thanks in advance

The gmap name is ParkMain.gmap
In serveroptions I have the line gmaps=ParkMain
In folderconfig I have the lines file *.gmap and level *.gmap

I've been checking the text of the gmap and it is:
GRMAP001
WIDTH 20
HEIGHT 20
LEVELNAMES
all the level names are lb_01.nw to lb_400.nw
and the are in twenty lines with twenty levels on each line
LEVELNAMESEND

I have uploaded all the levels.

Just trying to make sure everyone knows what has already been done.

What folder is the gmap file uploaded to?
Folder config is folder specific, so if for example it were within "levels/gmaps/" folder config would need to contain file "gmaps/*.gmap".

It is in just the levels folder, do I need to put it in a subfolder? Could just restarting the GServer and NPC server fix it? If so, how do I do both of those.
