Actually, since there's no return (except for a emotional investment) there's no incentive to advertise from a manager's point of view - except to increase your player count (which once again, is a emotional investment).
One way to turn the emotional investment of player count into a more practical incentive is to look at it from this point of view - the more players ($$$) your server brings the more significant your role in Graal Online will be. That can be translated into greater influence and even greater power within the community.
