Anybody can buy anything they want, doesn't mean they're mature enough to use it in any way at all. Just means they know how to spend money.
My two cents being that as it's sold separately, which is one of the first things you'd notice after their titles, it's easy enough to assume that it would mean you get gold AND a server of your own for X months when in fact that's not the case.
That said, no matter the name, shape, size or advertising of a product whether physical, digital or intellectual, it is up to the payer to read and understand the information provided about each package and notice that where "Gold Subscription" states that you can do one set of things and "Developer Gold" states you can do another set but does not include anything from other packages, it's safe to know it is not likely to include the benefits of another package.
