Just because objects are 2D does not change the fact that the terrain is 3D. Using the fact that you can't see behind a house is a horrible approach to whether or not there is 3D involved. The terrain is 3D, simple as that. It uses 3D rendering to create hills and such. It is more than capable of doing what is in that video if it were adjusted to do so.
