Can't chu? I know I could as a user...*tweak* Should be under User CP, Change Avatar. There's also Profile Picture, which is slightly larger for people viewing your profile, which is weird and threw me off a bit.
Weird, kay, fixed it. You were set to Graal2001 LAT, which for some reason is a custom group overriding Registered which isn't allowed to tweak their own avatar. Now they can.
