I can see why you would think that, though it's completely false. If the two people had those stats, and then leveled up to level 10 (when grace starts to slow down), and then this person B got their power up to 20, they would both have the same grace, unless either person A or person B took some improvement potions, then one will be slightly higher than the other. Also note that wisdom stat affects grace too, not just power. Maybe that's why your grace is so low, maybe you haven't taken any improvement potions, but any of these things will affect your grace, though.
