Anything that is uploaded to the Graal servers is subject to scrutiny of the Graal Globals, whether it is PWA, GGT or GST. The PWA is responsible for all Classic servers regardless of their status of public or not. At times we may ask a Member of the other Global Teams to look at something related to their field of expertise or they may do it on their own, which is part of their job to see that things are as they should be. If you don't want to be scrutinized by Globals even under construction then making a PW may not be right for you. We as Globals have the right and the responsibility to make sure everything on Graal remains legal and not stolen either outside Graal or within Graal.
In answer to the second part, why should they? Because being similar isn't a problem but taking a tileset and editing it to look somewhat different is an offense. That is theft, and I'm sure you can understand that.
