I'd say there are three groups: RPers, PKers, and powergamers.
Some RPers will remain, staring anew, while some will leave as their items have been deleted even though they did what they were supposed to be. Items and level can be part of rping, and having them doesn't mean you don't rp.
Some PKers will leave and look for better servers to pk and annoy people. Some will stay, using powergaming means to be better than most, specially newbies, and will continue to harass and annoy them.
Some powergamers will leave, having their efforts whiped away, while some will remain, continue powergaming as they did before, and maybe even switch to be a pker just for fun.

The way I see it, this won't improve pking. It also won't make that many people happy.

No, we need more rping players - the kingdom leaders are already quality rpers, and even they can't force their citicens to rp. Nobody can force you to rp if you don't want to.
