from what I remember, VIP's were promised to be able to test new features, and use things, before the other players...
VIP access, and stuff, was given to VIP's first, to test... but was just never given to Gold account members, because they never finnished the guild system.

I am pretty sure Gold members were supposed to be given full access after it was finnished.
