Rping is stilted *more* when people are worried that they may have their head chopped off for using 'thee' instead of 'thy' in the wrong spot.
And you have the issue of enforcement, people can be hanging out with their friends on tag in the pub, and someone asked them about what they can bless to, they say +4

If one witness in the kingdom is say..........after that players rank, they will of course report it and make a stink, even if they themselves do worse more often than not.
Do you want to demote him for that, and loose a good person who is good for the role he was chosen for, so the other lamer can feel vindicated?
People RP for fun, take the last of the fun out of it, and then we'll see 'not rping' at a whole new, frighteningly low level.
