I don't think you can tell whether someone's rping properly, you cannot watch people all the time. You can, on the other hand, see when someone does actively avoid rping in toguilds, and that might do for an demotion, but given that specially the higher positions require rping to get there in the first place, I don't think there will be need for such a thing.
Also, I don't like too harsh measures to be taken, as they have no effect - when you get a reward, however small, for rping, that will help the situation, but if you threaten to demote or whatever for not rping, people will not be inclined to rp. That's just not how punishment affects people. To me, the best way is still giving a good example and hope the others follow suit - and they will, if there are enough examples arround.
