I don't care where you are, sexual harrassment is bad. You can't just go up to some random person and sexually assault them, be it with actions or with words - why should that be any different on graal?

To the canned response "You can ignore it," I have this to say: You can also ignore it if someone is merely using words to do so in life, but that doesn't make it any less illegal. Sorry, whoever's arguing that sexual harrassment's okay, but it's not. By definition, there's no way that it could be.
