Newer versions of some things aren't as compatible as older versions.
For example, "Incredible Machines" was designed for Windows 3.1. It doesn't work well at all with Windows XP. Why? Because it was disigned to work under Windows 3.1.
Therefore, it could be concluded that the latest DirectX wouldn't necessarily be the best for this situation.
