Some one told you that setcoloreffect works way better than seteffect? If some one did infact tell you this stop listening to them because they're an idiot. seteffect and setcoloreffect are two totally different commands.
setcoloreffect is only to be used in objects to turn them into light. Such as what you did with the light affects to make the lights over the lamps.
seteffect makes the entire level change color not the npc at all.
But its possible I just misunderstood you.
