Thiefs and their skills

Hey. Im a thief. I get 20 Dex. I get stealing skill. But when I try to use the stealing skill, the enemies notice me or prevent me. When I try to get close enough, they start moving. It almost seems like the stealing skill does not even work. What am I doing wrong? |
