DD is not gone , Stefan was just out of the loop on what was going on Spark as it seems you are too.
I know because I was directly involved in saving it and as it stands , Saga and Tifa will run it.

I agree that would be over the top to make a rule like that. No one would pass because hardly ever if at all will the Team all agree. 2 or 3 would be plenty on that.
