Also, if illigal files are uploaded, its all connected to a site, and not through Graal, so if they have anything illigal the site would be in trouble, witch Graal cant get in trouble for.

You completely missed Houdini's point. GServer (and the client, to some extent), not NPCServer, handles the file distribution.
