And Graal has no definite time setting. It's its own world, not a repeat of our own history. And the trains would be better underground because they would not clutter areas.
Because as new places turn up, we need them to build more tracks. And the tracks might become old and we need them to build new ones.

And I'm not saying it does, I'm saying that since we have some many idea's in graal that come from the real world, and keeping them in context with the real world is sometimes a good idea.

An underground subway system would just ruin the mystique of it.
