Way too strong. Maybe if it were dam +1 ac +2 armor +15 and no str +1 cha -2 then it would be ok. If that shield was +6, it would add +8 dam, +10 wc, over 30 armor and str +1 and the cha -2 doesn't hurt anything at all.
