I went with only special people can build tracks for the following reasons.
1.) if you pay do you own it and noone else gets access? If that happens graal would be cluttered with tracks and people complaining about owners... what if someone lays their track in the middle of yours? then you cant get though. Not a pretty site.
2.) What if you mislay a track? you are skrewed. heh
3.) Special people build nice clean tracks, don't have to worry about space clutter and mislaying of tracks. But should it be free or should be be a # of time usage per 10 gralet or something?
