This only woks on Win 98/ME maybe 95 0.o So yeah...

If anything, that would hurt performance even further. Windows sucks at managing virtual memory, and turning off hardward acceleration is just going to prevent the computer from using the features of the video card. It may help with 2D apps, but directx and opengl etc. would have problems, if they worked at all.
