Sound card doesn't really matter; pick up a Hercules Gamesurround Fortissimo III 7.1 for around $40 if you really want a new sound card that bad.
As far as video cards go you have to decide price / performance ratio. In my opinion probably the best video card in the price / performance ratio is the ATI Radeon 9600 Pro, which is around $178 on
www.newegg.com. AGP8x, DX9 spec, will play all existing and all future games for the foreseeable future more than adequately at high resolutions with antialiasing and anisotropic filtering enabled.
