Plus there are a nice set of image editing tools and such as well as image effects.

I'm not really an effect fan(I found that for the terrain on maloria all they used was ONE simple effect in PSP), however I will need to start using brushes and such for my next project. For MS Paint I usually make my own palettes by putting squares of the darker color going to a higher contrast. Works fine for me, but this would save me time.
