Plus, if graal is so expensive, why didn't they do this last year? Just about the same servers, player count went down because so many quit after P2P became global.

Apparently said teenagers found a way to gather a credit card somehow. Besides, it seems to me most of the legitimate playerworlds are managed by people at least 18 years of age. This is not the case for all of them of course, but the good ones seem to have people older than 14 running them. This is actually a good thing because now not just anyone can start a playerworld and hope to get it online.
I suppose this measure was not done last year because more people were probably upgrading accounts then and revenue was better. Now that the account database has been thoroughly saturated with many lifetime classic accounts, they need to give these players some incentive to upgrade their accounts again. Global playercount is actually on the rise if you haven't noticed. The statistics on graal.us speak for themselves.
