I know you typed "particularly", so I'm not trying to contradict ; just adding
if his download speed is slow (regardless of upload speed), it could still cause that "delay" to other players (assuming that it's "his" fault) if they judge it on how long it takes for him to "be hit" or some of the other effects that are still client dependant (as far as I know)
my transfer speeds are usually fast (both ways -- I
do have SDSL), but the latency between my connection and Graal's servers always seem to be unstable and high, so I have a delay also, and appear to be "skippy" often to players
maybe should try pinging the server(s) too
