Not all the time and when checking IPs you need to find out ALL the ranges of an ISP. Many ISP have more than one range and don't all start with the same first 2 sets of numbers. Not to mention that beyond that, there is also no rule against playing Graal from different locations - an account having been accessed from totally different IP addresses does not necessarily indicate account sharing.
