That is part of your problem. You want the community back, but chances are you won't get that. Most likely a small portion of it and that's about it.
Kind of like the story of The Monkey's Paw. When the father wished for more money it cost his son's life and when the mother wished for her son to come back he did, but not in the way she wanted. He came back to life as he was when he had been mangled by the machinery that killed him. The last wish made was that he go back to his grave.
This is what I basically see when most anyone tries to revive a dead playerworld (that isn't online already).

What you want and what you get are two entirely different things.
