lvl req.?

I'd like some opinions, opposed and for lvl req.
My personal view is anyone at a low lvl should be a citizen (Otaku) of Samurai. Citizens dont win wars, armys do. I don't think someone who just bought a gold subscription and wants to build a house should be excluded because they haven't leveled yet. |
